Two Seminole Heights residents living on E New Orleans told me in the summer of 2009 that the defunct alleyway between E Ellicott and E New Orleans will be reopened and "I will be required to move my fence because it is not on my property it is in the alleyway." Throughout the fall and winter of 2009/2010, the E New Orleans neighbors have taken it upon themselves to clear-out the alleyway by removing other homeowners' fence gateways, fence parts and miscellaneous tree and shrubs, with no apologies. And, now this past weekend the E New Orleans neighbors have redefined their fence lines and in the process, I believe, have now damaged a section of my fence in the back of my property. At this point, and before any further confrontations, I need some answers and am hoping this OSHNA forum can point me in the right direction.
What are OSHNA's rules/statutes in regards to closed/defunct alleyways? What City Department handles these issues/concerns?

The City would know if an alley had been vacated and I believe that would be handled through the Public Works Department.
OSHNA has no policy on alleys in particular but does give consideration to the historic grid pattern that makes up our neighborhood. Alley issues are handled on a case by case basis.
